Three doors: OpenAI enters Google Cloud, Brussels reopens WhatsApp to AI assistants, London targets the iPhone's NFC chip
The store shelf, the chat window, the payment chip. The industry is now fighting to stand where people already are.
The essentials
- OpenAI's models and Codex are coming to Google Cloud's Model Garden. They are now sold on all three major US clouds.
- The model war becomes a distribution war. According to its IPO filing, 47% of Anthropic's 2025 revenue came through Amazon and Google clouds.
- The European Commission orders Meta to reopen the WhatsApp Business API to rival AI assistants on previous terms. Meta will appeal.
- The CMA wants to force Apple to open the iPhone's NFC chip on fair terms. In the UK, no rival NFC app has launched in two years.
Three stories about doors. OpenAI walks into Google's store. Brussels forces WhatsApp's door back open. And London goes after the iPhone's payment chip.
Signal one: OpenAI walks into Google's store
On Wednesday, OpenAI announced that its frontier models and Codex agentic workflows are coming to Google Cloud's Model Garden. General availability is planned in the coming weeks, and customers can already request access.
The mechanics
They matter. Google Cloud customers will be able to buy OpenAI's models directly in Model Garden, billed through Google Cloud Marketplace. Companies with Google Cloud spending commitments will be able to draw them down for this. And OpenAI's models will soon appear in Google's own tools, Antigravity and Gemini Agent, which already offer Anthropic's Claude models.
OpenAI president Greg Brockman calls it a step toward making its most capable models and Codex available where customers are already building. Google Cloud chief Thomas Kurian says the platform aims to offer broad model choice, so customers can pick the right model for each task. OpenAI added one important sentence: Microsoft remains its primary cloud partner.
In short
OpenAI was founded in 2015 partly as a counterweight to Google's AI research. Microsoft long held an exclusive license to its intellectual property, which expired six months ago. Amazon has hosted OpenAI's models since April. Now Google joins the list. The models are on all three major US clouds.
Why it matters
What is being sold changes nature. Reuters puts it plainly: the big cloud providers are becoming the main commercial channels for AI labs, taking their percentage along the way. Anthropic, in its own IPO filing, says 47% of its 2025 revenue came through Amazon's and Google's clouds.
The model war becomes a distribution war. When the same frontier models are on sale in every cloud, the cloud stops being a reason to pick a model. Scarcity moves from the smartest model of the quarter to shelf space. And OpenAI just took the last big shelf.
I see this as confirmation of two earlier signals. On October 2, OpenAI opened its own B2B marketplace, where spending commitments served as the channel. On October 18, Replit showed that the default setting makes the product. Here, the shelf makes the sale.
What changes
For brands and companies, AI strategy becomes procurement strategy. You buy the model the way you buy storage, inside the cloud bill you already pay. Engineers choose the model the way a chef chooses ingredients: from whatever is on the shelf that morning.
All three clouds report results the following week. Google Cloud's revenue growth reached about 82% in the second quarter. That number says less about cloud than about AI sold through a marketplace. The store has become the strategy.
Signal two: Brussels reopens WhatsApp's door
The European Commission published the full text of its interim measures against Meta over AI assistants in WhatsApp. The order requires Meta to restore, for rival AI assistants, the WhatsApp Business API access terms in force before October 15, 2025, including free service messages. The measures stay in place for up to three years while the investigation concludes.
The context, in order
- In late 2025, Meta changes WhatsApp Business terms to bar AI providers from using the service when AI is the core of what they offer.
- AI developers from the US, France and Spain file complaints.
- The Commission opens an investigation in December 2025 and issues objections in February.
- Meta introduces paid access. New objections follow in April.
- Interim measures arrive in June. The October publication sets out the full, previously confidential reasoning.
A word on interim measures: they are a competition law tool that lets the Commission impose obligations before an investigation ends, when it believes serious and irreparable harm to competition could occur in the meantime.
Teresa Ribera, executive vice-president for competition, put it this way: in fast-moving markets, competition can be lost long before a final decision is adopted. The order, she says, preserves European citizens' choice of AI assistants to use with WhatsApp, "without that decision being made for them."
Meta rejects all of it: "The European Commission has decided that OpenAI and some of the world's largest companies can use the paid WhatsApp Business product for free." Meta speaks of regulatory overreach, says European businesses will foot the bill, and plans to appeal.
Why it matters
WhatsApp has more than 3.3 billion users. For a third of the planet, it is the front door of daily life. In Morocco, as in much of the world, it is a central conversation channel, including with brands. The assistant that lives behind that door captures the habit, and the habit is the product.
Meta banned rival assistants to protect its own, then put a toll on the door. Brussels looked and answered: this door is a competition matter. It is the same fight as the agents blocked by websites on October 19, played in reverse. There, sites were closing doors to agents. Here, a regulator forces a door back open. Underneath, one question: who decides which AI gets to stand where people already are?
What changes
The tension is real, and both sides have a point. If the Commission makes Meta host rival assistants, OpenAI included, on WhatsApp for free, is that competition policy, or a subsidy to the world's largest labs paid for by European businesses? Meta's objection is serious. So is Ribera's. Markets move faster than verdicts, and by the time a final decision lands, the door could already be welded shut.
For brands, WhatsApp is already a customer channel. The assistants allowed in decide what customers reach first. This case is the template for how regulators will treat every platform that owns a front door.
Signal three: the contactless toll road
On Tuesday, the UK competition authority, the CMA, published proposals that would force Apple to open the iPhone's NFC chip to rival payment and wallet apps. Apple would have to support both international NFC standards (the secure element and host card emulation) and offer access on fair and reasonable terms, with fees "substantially lower" than today's. The consultation closes on November 17. A final decision will follow.
The legal basis is the UK's 2024 Digital Markets, Competition and Consumers Act. Apple was designated in October 2025 as having Strategic Market Status, which lets the regulator impose binding obligations.
The number that does all the work
Apple's NFC platform has been available in the UK since October 2024. Two years later, no rival NFC app has launched there. Zero.
In the European Economic Area, where the Commission accepted Apple's free-access commitments in July 2024, Vipps launched the first rival tap-to-pay app on iPhone in December, and PayPal, Curve, BBVA and Klarna followed in 2025. Same chip. Different toll.
Apple responded through a spokesperson: "We do not believe the CMA should require Apple to adopt an approach with lower privacy and security protections." The company says it will continue to engage constructively.
Why it matters
Contactless accounts for 39% of all UK payments, up from 3% a decade ago. More than 60% of adults use digital wallets, and Apple Wallet is the most popular. The phone's chip is a toll road, and whoever sets the toll decides who gets to sell you a coffee.
Zero launches in two years: that is the whole story. A door that is technically open and commercially impassable remains a closed door.
What changes
Nothing changes tomorrow. This is a consultation, and visible change is unlikely before 2027. But the direction is set. If the proposals pass, rival wallets will arrive on UK iPhones, with digital IDs, car keys, tickets and loyalty programs, outside Apple's walls.
For brands, payment is the last inch of the customer journey. The owner of the toll road decides the data, the defaults and the fees. November 17 shapes that inch.
The thread of the day
Three doors. The store shelf, the chat window, the payment chip.
The industry is now fighting less to build the smartest model than to stand where people already are. For a brand, the lesson is symmetrical: know the doors your customers walk through, and know who holds the keys.
The noise filtered. The signal kept.
Questions
Are OpenAI's models available on Google Cloud?
OpenAI announced on October 21, 2026 that its frontier models and Codex are coming to Google Cloud's Model Garden, with general availability in the following weeks. Customers will be able to buy them through Google Cloud Marketplace using their spending commitments. Microsoft remains OpenAI's primary cloud partner.
What must Meta do with WhatsApp according to the European Commission?
Through interim measures whose text was published in October 2026, the Commission requires Meta to restore, for rival AI assistants, the WhatsApp Business API access terms in force before October 15, 2025, including free service messages, during the investigation and for up to three years. Meta disputes it and plans to appeal.
What is the CMA proposing for the iPhone's NFC chip?
On October 20, 2026, the UK competition authority proposed requiring Apple to open the iPhone's NFC chip to rival payment and wallet apps, on fair and reasonable terms and at substantially lower fees. The consultation closes on November 17, 2026.
